Characters within each tier are unordered 4.I put Lucario at +2 for Mewtwo on a chart a while back, and here was my arguement: Mewtwo is more mobile than Lucario with better combos, damage, and most importantly- kill power. A raw fair out of shield kills Lucario at like 100. Shadow Ball is just better than Aura Sphere and confusion adds more to nullifying it.
