The YOUTUBER shows that LC9S slide is a Slide Release, not a slide lock. The problem is something really not right. He is using the Lock or what Ruger calls the Slide Hold Open as a release. Anyone with a LC9S knows it is virtually impossible to fore the Lock down. So obviously he has done something to make it work at all.. Foothills showtimes

I believe it is the magazine follower that trips the slide lock to hold open on last round. It may be that the grip frame had some malformation that that kept the slide lock from engaging.
