I had this issue in concord, the backpacks of the commonwealth mod was messing with precombines and I got this exact texture glitch there, I forced the game to enable precombines and culling through ini. Workaround is to take off the eyewear, save, quit to desktop, then relaunch and put the eyewear back on. In my experience, dying and having the game itself load the quicksave does not cause the issue. Only the quickload function seems to.
